 In the 1990’s, transportation planners determined it would be impossible to add new lanes to the Interstate 80-880 corridor in built-out urban areas. Congestion would thus need to be alleviated using existing pavement. Alameda County Congestion Management Agency (ACCMA) inherited the responsibility of delivering a traffic management system that would allow the existing pavement to be used more efficiently. Smartcorridors was born.
